About / BE Outcomes
BE Outcomes is a principal-led consultancy offering strategic leadership and management of defined infrastructure, planning, development and regeneration commissions.
Depending on the mandate, BE Outcomes may act as lead adviser, programme/workstream manager or specialist consultant, with responsibilities and resourcing agreed for each appointment.
Discuss your projectOur focus
Infrastructure and place-based programmes bring together planning policy, statutory commitments, stakeholder expectations and delivery decisions. The difficult questions often arise where those responsibilities overlap.
Where a commission requires architecture, urban design, engineering or other specialist input, qualified external practitioners may be engaged or coordinated for that project, subject to agreed appointments, scope and insurance.
The approach
Focused advice starts with the context, the evidence and the decision the project needs.
Establish the challenge, stakeholders, statutory position and constraints.
Clarify the dependencies, responsibilities and decisions across workstreams.
Bring the analysis into a scoped course of action or coordinated delivery support.
The principal
BE Outcomes is led by Elliott Hale, whose experience spans more than 20 years across the United Kingdom and Australia. His work includes infrastructure planning and statutory consents, strategic planning and regeneration, public-sector policy, research and advisory assignments. BE Outcomes is principal-led, providing senior leadership and management of defined commissions and workstreams. Where the scope requires additional disciplines, suitably qualified specialists may be engaged or coordinated through project-specific arrangements.
Specific assignments are attributed to the organisation and position through which the principal worked; the experience shown is not a claim of programme-wide delivery by BE Outcomes.

If your project sits across planning, statutory requirements, stakeholders and delivery, a discussion can help define where support may be useful.
